It is a wash when the cost of competent planing is 40 times the cost of competent coding, except for the delay, but finding and hiring a competent planner can be much more daunting than finding and hiring a competent coder.
I find the best mix is to code a while, step away from the computer and take a walk around the block, and when you come back to your keyboard you have a better plan. But, it wouldn’t have worked if you had tried to plan first, and it wouldn’t work if you just coded straight through (which is what most coders want to do when they’re “in the zone”).

Iterative execution: planning + coding over short cycles is generally the way.
