They are designed to cause people to flee or face serious nerve damage to their eardrums and every government is buying them.

It’s use is obviously as a weapon against citizens, it causes pain and suffering that is different than simply using amplified sound system to communicate with a group of citizens. The militarisation of police forces for the slightest misdemeanour, such as peaceful protests is becoming quite concerning, what ever happened to democratic rights to freedom of movement, freedom of association.
